VISION, STRATEGY and COLLABORATION The objectives of this theme are three-folded, namely :
- the definition of a common vision for livestock development in Sub-Saharan Africa, using existing approaches. The vision will be presented in cross-cutting and sectorial Policy Notes. Common positions adopted will only provide recommendations and in no way create norms,
- using this common vision, the definition of a common strategy for livestock development in Sub-Saharan Africa, materialized through the elaboration of cross-cutting and sectorial Policy Notes,
- collaboration and coordination between all concerned stakeholders, on the first hand to define jointly the common vision and common strategy mentioned earlier and on the other hand to use them in development programs. The updated livestock portfolio review of development agencies and NGOs, the cross analysis of initiatives resulting and the analysis of comparative advantages of the various institutions/organizations targeted should justify the necessity for livestock stakeholders in Sub-Saharan Africa to coordinate.
For the first phase of the partnership, 4 activities are present in Theme 1:
- T1A1: livestock portfolio review of developing agencies and of Inter-governmental African organizations,
- T1A2: elaboration of Policy Notes, with first issues currently under preparation 1) access to water and natural resources and 2) delivery of veterinary services,
- T1A3: elaboration of Strategy must use extensively other activities of the program and as result will see their effective implementation delayed.
- T1A4: elaboration of a Concept Note on animal health research in Sub-Saharan Africa.
As a result of the regional OIE/AU-BIRA/FAO workshop in February 2006, the recommendation emerged that ALive should be "regarded by African countries and donors as the This is now a 5th activity included under this theme.
