This theme operates at the national level and aims mainly to:

- Support countries in formulating potential contributions of their livestock sector to poverty alleviation and sustainable economic growth,
- Support integration of results of this analysis in the Poverty Reduction Strategy Papers (PRSPs),
- Encourage donors to operationalize the recommendations.

For the first phase of the Partnership, three (3) activities are present in Theme 3:

- T3A1 : 1st generation PRSP- livestock,
- T3A2 : Methodological Guidelines for Livestock-PRSP,
- T3A3 : 2nd generation PRSP-livestock.
