VISION, STRATEGY and PARTNERS COLLABORATION - Collaboration on Avian and Human Influenza in Sub-Saharan Africa 

The recommendation that ALive should be "regarded by African countries and donors as the primary mechanism for coordinating the allocation of resources to Africa to combat animal diseases and strengthen veterinary departments " emerged from the regional OIE/UA-BIRA/FAO workshop on animal health policies, assessment of veterinary departments, and the role of herders in livestock disease surveillance (N'Djamena, February 13 – 15, 2006: Recommendation no 3).

It is therefore proposed that ALive become involved in the following activities:

1. Mobilization of resources for Africa in addition to those already allocated at the Beijing meeting.  Donors have already expressed interest in using ALive’s Multi-Donor Trust Fund (MDTF) as the preferred financial vehicle for their avian influenza activities in Africa.

2. Operationalizing the platform for informational and operational data-gathering, particularly to determine progress made by countries in preparing their Integrated National Plans, which are the first step toward access to the global financing mechanism and in the preparation of avian influenza prevention projects.  The avian influenza portfolios of the various stakeholders in Africa will be reviewed at the 6th Executive Committee Meeting.

3. Definition of roles and quantitative activities of the various stakeholders at various possible levels of intervention. Thus, the following tasks were performed in anticipation of the International Conference in Vienna (June 2006):

(i) Precise definition of the tasks and roles of the various institutions with regional or subregional mandates, in order to ensure perfect complementarity among them; and

(ii) Precise assessment of the needs and shortcomings of the countries and subregions in terms of their efforts to prevent and combat avian influenza, on the basis of preliminary work done for the Beijing conference.  This will be refined through examination of the countries’ Integrated Action Plans once they are formulated, or through extrapolation in the case of countries that have not yet begun the process. This activity (to be funded out of the MDTF) corresponds to a need expressed at the Washington meeting on March 28, 2006, and ALive’s Executive Committee, given the nature of its membership, has accordingly established a working group to implement it.

4. Provision of consensus-based and harmonized tools (e.g., rapid assessment and preparation of an action plan or of model plans), and of the human resources (through the subregional animal health service centers) needed to help countries prepare their Integrated National Plans and accurately identify the necessary investments.
