VISION, STRATEGY and PARTNERS COLLABORATION - Livestock Portfolio Review
The review of the donors’ livestock portfolio (T1A1) is a priority under the first activity program of the ALive partnership as defined at the second meeting of ALive Executive Committee meeting of July 2004.
The review initially involves the main donors involved in livestock issues in Sub-Saharan Africa. These donors are listed below.
The review will then be supplemented by an examination of the livestock portfolios of other donors and of the regional economic communities (RECs) (e.g., ECOWAS/WAEMU, SADC, IGAD, CAEMU/CEMAC, etc.), in order to both ensure exhaustivity through the merging/comparison of information, and to respond to a need expressed by the RECs themselves.

Aspects addressed by the review
The review is expressly intended to be simple at the outset, in order to avoid complicating the process for donors who must in turn undertake the task within their institutions.It will be essentially quantitative, although it will also touch upon some qualitative issues.
Once this initial review is completed, it will then be possible to do a more qualitative review addressing the development strategy of each donor.This second exercise will make it possible, in particular, to set up a pipeline to replenish the Partnership’s T1A3 activity regarding the preparation of a vision and strategy shared by all participants in livestock development in Sub-Saharan Africa.
All livestock-related activitieswill need to be identified, whether they are freestanding livestock programs/projects, livestock components, or simple livestock activities within a rural development or agricultural component(the hierarchy being: Program > Project > Component > Activity), since the current trend is increasingly to integrate livestock into multisectoral programs/projects.It should be noted that livestock–related studies are to be included along with actual livestock operations.
Objectives
The initial data-gathering will make it possible to achieve the following objectives:
- the cartographic formatting of available information (geographic, thematic and chronological), in order to determine for the first time the status of donor interventions in Sub-Saharan Africa, and to identify, as necessary, zones where activities are redundant or, conversely, those where livestock activities are lacking.
The results will be discussed among all stakeholders and are expected to (i) strengthen, or initiate, collaboration among development partners; (ii) harmonize current and upcoming activities; (iii) provide a better analysis of the needs of developing countries and of how best to meet them; and (iv) define avenues for medium-term interventions on the part of development stakeholders.
- the study of completed programs/projects (i.e., those completed within the past 5 years) to extract lessons to be learned in terms of both successes and failures.
These lessons will provide fuel for discussions during the preparation of certain policy papers or for the development of the joint strategies/ visions mentioned previously in connection with ALive activities.
Data-gathering form
In order to facilitate the task of donors and harmonize results, a draft form has been prepared by the ALive Secretariat and submitted, prior to the exercise, for the approval of the various donors expected to use it.The form provided incorporates comments received regarding suggested modifications.
All results, once consolidated and synthesized, will be available for viewing on the Partnership’s website under Products, after their approval by the Executive Committee and the relevant donors.
All donors will therefore be asked to grant permission for dissemination of the data they have supplied.The ALive Secretariat will present a preliminary summary of the data gathered to the General Assembly.
Status
The review of the donors’ livestock portfolio will begin during the third quarter of 2006 and is to be completed by May 2007, under the responsibility of the ALive Secretariat.
