Presentation of the activity / objectives
A preliminary study will be carried out in two pilot countries to determine what African countries need if their livestock and animal products are to gain access to international and regional markets.These studies will be conducted by a group of experts headed by the FAO.
This study will determine, in particular, to what extent African countries can, if they are not in total conformity with OIE recommendations, at least put into practice the provisions set out in the Terrestrial Code of the OIE (Chapter 1.3.5) concerning regionalization and compartmentalization. This study will also enable the OIE to consider imposing new standards based on regionalization within a single country, associated with controls over the movements of livestock within that region.
It will attempt to establish a formal link between the quality of veterinary departments and the potential of African countries to gain access to regional export markets for their livestock and animal products.All of these provisions, which are acknowledged by importing countries, could also enable some African countries to increase their capacity to participate in negotiations within international decision-making bodies.They might also give some donors new impetus to become involved in the livestock sector, via this new entry point.
This study is financed by the Standard and Trade Development Facility (STDF), with OIE as implementing agency (STDF 13 project: “A strategy and action plan for selected African regions to enhance public and private sector capacity in meeting international sanitary standards in international trade of livestock and livestock products”).
