FIRST GENERATION LIVESTOCK PRSP - IEPC Burkina Faso

  • Context

In June 2000, Burkina Faso has elaborated a PRSP that, being validated by the main donors of which the World Bank and the IMF, has allowed the country to access to HIPC Initiative. 

In the Livestock sector, the « Plan d’actions et programme d’investissement du secteur de l’élevage (PAPISE) » (Action plan and investment program for livestock sector) was constituting since October 2000 the framework for national interventions in this sector. Although it has been prepared during the same period than the PRSP, the PAPISE hadn't been able to integrate the same strategic options than this document. The PRSP, on the other hand, has only very few references to livestock sector, because, mainly, of the lack of reliable data about poverty and vulnerability inside the livestock sector and of the lack of reliable data to quantify and demonstrate actual and potential contribution from the livestock sector to poverty alleviation and economic growth.

In the framework of the "Livestock, poverty and Growth Initiative" (IEPC) and of the ALive partnership preparation, the national authorities responsible for the sector decided to go into detail in some key aspects of the sector by elaborating an indepth review of the livestock sector. The objective of this study was to elaborate strategic and operational proposals aiming at increasing and improving livestock contribution to poverty alleviation and national growth.

The IEPC was conducted by the Ministry of animal resources (Ministère des ressources animales - MRA) between April 2002 and January 2004. A working group and a steering committee were created to follow the study elaboration. 

All along the progress, the Initiative received technical and financial support from the World Bank and from the Investment Centre of the FAO and support from main stakeholders from public and private sector, from the civil society and from other donors engaged in this sector development.

In Burkina Faso, the results of this study were used by the French Development Agency (AFD) to formulate its PAE project (projet d'appui à l'élevage - livestock support project).
