  • Third Ordinary general assembly of ALive (Nairobi, September 20, 2007)

The Third Ordinary General Assembly of ALive (GA3)  took place on September 20, 2007 in Addis Ababa, under the chairmanship of the current president of GA, Madam Rosebud Kurwijila, AU Commissioner for Rural Economy and Agriculture.

  • Second Ordinary general assembly of ALive (Nairobi, October 25, 2006)

The Second Ordinary General Assembly of ALive (AG2)  took place on October 25, 2006 in Nairobi, undr the chairmanship of the Livestock Minister of Amli, his excellency Oumar Ibrahima Toure (in the absence of the current president of AG, Madam Rosebud Kurwijila, AU Commissioner for Rural Economy and Agriculture).

The main results of this meeting, as stated in Recommendation GA2—were as follows:

- In terms of Governance of the Partnership, the Executive Committee has been confirmed in its current composition for a second two-year term ;

  - In terms of financing, mobilization of funds must continue in order to (i) finalize implementation of the first 3-year Action Plan (2004-2007), (ii) prepare the second 3-year Action Plan (2008-2011) and (iii) carry out specific activities relating to the prevention and control of Avian and Human Influenza.

  - In terms of technical aspects, the Annual Program of Activities (2007) prepared during EC7 was approved and covers all the activities of the first three-year Action Plan to be finalized.

  • First Ordinary General Assembly of ALive (Paris, May 31, 2005)
The First Ordinary General Assembly of ALive was held on May 31, 2005 in the Paris offices of the World Bank, under the chairmanship of Dr Abdoulaye Bouna Niang.

Participants included many prominent figures in the livestock development sphere, both in Africa and internationally. The following persons, in particular, honored the gathering with their presence: Madame Rosebud Kurwijila, Commissioner of the African Union for Rural Economics and Agriculture; Mr. Alphonse Bonou, Minister of Livestock of Burkina Faso; and Mr. Deng Garang, Minister of Animal Resources of Sudan.  The meeting attracted 56 attendees in all; they are listed below.
 

The main results of this meeting, which are expressed in the form of two recommendations—GA1-01 et GA1-02—were the following:

- In terms of the governance of the Partnership, the principle of transferring governance to an African institution was approved unanimously.  Thus, the chairmanship of the General Assembly was assigned on the spot to the African Union (represented by Mme. Rosebud Kurwijila).  The gradual transfer of the Executive Committee chairmanship to the AU-BIRA (in the person of Mr. Modibo Traoré) will be effective within one year.

- Regarding the Secretariat, its transfer to an African institution was also approved in principle.  However, this will occur at the discretion of the Executive Committee upon conclusion of the first phase of the Partnership (2004-2007).  The activities of the Secretariat, as well as its capacities (in terms of human, logistical and financial resources) will then be assessed, as will those of the organizational/outreach structure envisaged.  (BIRA has been approached in this connection).

In terms of support to the Partnership, discussions focused on the central role of ALive’s partners in promoting the Partnership within policy-formulating and decision-making bodies.  A specific policy event, under the auspices of Mme. Kurwijila, Commissioner of the African Union, will be organized for this purpose within the next few months.

  • Constitutive General Assembly of ALive (Paris, June 1, 2004)

The Constitutive General Assembly of ALive took place on June 1, 2004 in the offices of World Bank in Paris. 

This meeting officially launched the Partnership under the auspices of its chairman, who had been recently appointed by ALive’s founding donors (i.e., the European Union, France/MAE and the World Bank) and entailed:

(i) presentation of the basic concept underlying the Partnership (i.e., poverty reduction and economic growth through sustainable and rational development of the livestock sector);
(ii) presentation of the Guidelines of the Partnership defining its governance (which is exercised through three bodies: a General Assembly, an Executive Committee and a Secretariat); and 
(iii) definition of a Three-Year Action Plan (consisting of 18 activities), with a corresponding budget.
