Dairy Development in Sub-Saharan Africa Tool Box for advisers and planners

 
 
  • Introduction

The objective of the present toolkit for dairy development is to provide the basis for a toolbox designed to assist national and international middle level decision makers, advisors and planners - who are not specialists in dairy development but hold a general knowledge about the sector - to decide on public policies and investments promoting pro-poor dairy development.

    

    
The toolkit is intended to help them engage in a dialogue with the subject matter specialists by providing an overview of ways and means of assessing situations and of tools and interventions available.
 
The tool box should help the targetted audience to decide:
· If it is advisable and feasible to invest in dairy development in the local setting.
· What should be the investments - which types of pro-poor dairy developments are advisable in the national context?
· How should they support the development of public policies and investments that promote pro-poor dairy development?

Factors influencing the profitability and sustainability of investments in the smallholder dairy sector encompass the marketing and processing systems and technologies, availability of feeds and water, feeding and breeding systems, advisory services, management, funding for investments, land ownership etc. which influences the sustainable productivity and profitability increase within the production systems (zero grazing, communal grazing and pastoralism). The optimal investment will however always depend on the specific natural and socio-economic conditions including culture and gender roles, demand for milk products and existing infrastructure.

As development of the dairy sector will be country and situation specific, the tool box does not intend to give specific answers but to help decision makers asking the right questions and conducting the needed analysis of the local situation.
